Italy backs Gaza ceasefire, two-state solution without Hamas

At a Madrid summit, Italy called for an immediate ceasefire and supported the Arab plan to rebuild Gaza, stressing that any future Palestinian state must exclude Hamas and recognise Israel

Italy in Madrid. Italy fully supports the Arab reconstruction plan for Gaza and the two-state solution, stressing the need for humanitarian actions and an immediate ceasefire.

  • The position was presented on Sunday at a meeting in Madrid, Spain, where European and Arab countries gathered to discuss the Israel-Palestine two-state solution.
  • Undersecretary for Foreign Affairs Maria Tripodi represented the Italian government led by Prime Minister Giorgia Meloni.

Decoding the news. Rome is positioning itself as a diplomatic player—firmly supporting Israel’s security while increasingly critical of its military strategy in Gaza.

  • The Italian line remains consistent with traditional regional policies but now emphasises humanitarian obligations and the urgency of a political path forward.

What’s on the meeting? The Madrid+ countries renewed calls for a two-state solution, a ceasefire, humanitarian access, and the release of hostages.

  • Tripodi stressed Italy’s support for the Arab reconstruction plan and highlighted the Food for Gaza program (over €35M and 100 tons of aid).

Between the lines. Italian officials have taken a more assertive tone in recent days.

  • Following pressure from Rome, Israel reopened crossings after 70+ days, allowing the resumption of Italian aid shipments through Ashdod.
  • Prime Minister Meloni said in a recent speech at the Chamber of Deputies that Italy cannot remain indifferent to what is happening in Gaza because “the situation is increasingly dramatic and unacceptable.”
  • Last week, in an interview with Il Messaggero, Foreign Minister Tajani reiterated: “The bombings must stop; an immediate ceasefire is needed.”
    • He also confirmed that Italy recognises only the Palestinian Authority as a legitimate interlocutor and rejects any scenario involving forced population transfers.

The official position. A government source summed it up: “The future Palestinian state must recognise Israel and be recognised by Israel.”

  • Italy supports a two-state solution while excluding Hamas from any political outcome and pushing for a negotiated process.

What to watch. Italy is preparing to participate in the upcoming High-Level Conference in New York (promoted by France and Saudi Arabia).

  • Foreign Minister Tajani will address Parliament on 28 May with an urgent update.
    • Rome is advocating for an implementation of the Food for Gaza plan, now coordinated with both Israeli and Palestinian authorities.
