Italy delivers first energy-relief package to Ukraine

Italy has delivered the first batch of boilers and power generators to Ukraine to help mitigate the energy crisis caused by Russian attacks on civilian infrastructure. The initiative, pledged by PM Giorgia Meloni, targets heating networks, hospitals, and essential services ahead of winter.

What’s happening: Italy has completed delivery of the first tranche of industrial boilers and power generators to Ukraine to help address the energy emergency caused by Russian attacks on civilian infrastructure.

  • The commitment was made by Prime Minister Giorgia Meloni to President Volodymyr Zelensky during their meeting on the sidelines of the European Council in October 2025.

By the numbers:

  • 78 industrial boilers delivered in the first batch; 300 more to follow in the coming weeks.

  • ~900 MW total thermal capacity once all units are delivered.

  • Enough heating capacity for ~90,000 homes or a city of ~250,000 residents.

  • Boilers are earmarked for damaged urban heating networks, hospitals, and essential services.

Also happening: Italy has launched a parallel program to send medium- and large-capacity power generators.

  • These will support hospitals, water systems, and other critical infrastructure during blackouts.

The bottom line: Italy’s government-led effort complements a wave of private initiatives sending generators to Ukraine—together shoring up essential services as attacks on energy infrastructure continue.
