The hostile activity that surfaced around the Milano–Cortina 2026 Winter Olympic Games reveals more than episodic disinformation or isolated cyber incidents. What emerges, when reconstructing events, actors, and operational patterns, is the outline of a coordinated, multi-layered hybrid campaign that leveraged the Olympic Games as a high-visibility, sub-threshold pressure platform

Decoding the news. Between mid-January and the closing ceremony, Europe’s informational and infrastructural space experienced sustained hostile interference exhibiting characteristics consistent with deliberate hybrid operational planning.

  • By definition, the Olympic Games function as a global amplifier of symbolic capital and soft power projection. Precisely for this reason, they represent an optimal target for grey-zone competition—where cognitive operations and technical disruption are synchronised below the threshold of open conflic

Information warfare. On the informational front, the observed activity revolved around influence operations designed to inflict reputational damage and selective delegitimisation.

  • The Ukrainian delegation became a primary target of coordinated hostile narratives constructed through manipulated and fully synthetic content.
  • Among the most significant cases was the circulation of a fabricated news report falsely attributed to CBC. The product was assembled using authentic video segments combined with artificial inserts; through voice-cloning techniques, real journalists were made to appear to state that Ukrainian athletes had been assigned peripheral accommodations due to alleged behavioural issues during previous Olympic editions.
  • Simultaneously, a fabricated Euronews-branded segment claimed that members of the Ukrainian delegation would not return home after the Games, insinuating draft evasion linked to the ongoing conflict. A further narrative suggested that WADA had eased anti-doping controls for Ukrainian athletes on psychological grounds related to wartime stress—thereby striking simultaneously at the credibility of the delegation and the integrity of the Olympic system itself.

What it means. Considered collectively, these episodes indicate not sporadic manipulation but a coherent, operationalised hybrid campaign. The methodology relied on the systematic blending of deepfake audio, hybrid video editing, and synthetic content embedded within authentic media artefacts. By replicating the logos, graphics, and visual grammar of Western broadcasters, the operators enhanced plausibility while maintaining deniability. Artificial elements were inserted into otherwise genuine footage, generating informational artefacts difficult to distinguish from legitimate reporting.

  • The result was cumulative saturation of the media environment—traditional, infotainment, and digital ecosystems alike-amplified through coordinated dissemination across clone websites, Telegram channels, and distribution nodes associated with the so-called Pravda network

Cyber Disruption and Political Attribution. The cognitive layer was complemented by technical disruption. Distributed Denial-of-Service (DDoS) attacks targeted digital infrastructures connected to the Olympic ecosystem as well as institutional entities, reinforcing the perception of vulnerability within the host environment.

  • These actions were attributed to hacktivist collectives such as Noname057 and operational entities like Z-Pentest. Their activities appeared synchronised with the broader influence campaign, contributing to a layered effect: reputational pressure externally, infrastructural stress internally. The convergence of these vectors increased the granularity and complexity of the hostile posture.

Attribution analysis points toward a convergent ecosystem aligned with the Russian informational sphere.

  • The Matryoshka network demonstrated particular sophistication in producing credible forgeries through systematic use of AI-generated audio, pseudo-verification techniques, and synthetic investigative framing. The Pravda ecosystem functioned as a multi-tier amplification architecture, ensuring narrative persistence and strategic coherence while dispersing dissemination channels to maximise plausible deniability.
  • Fragmentation of vectors—across platforms, actors, and formats—allowed operational coherence without overt centralisation, a defining characteristic of contemporary hybrid campaigns

Eroding Systemic Trust as a Strategic Objective. The underlying objectives appear consistent with a strategy of systemic trust erosion.

  • Delegitimising Ukrainian participation, fostering distrust toward Olympic governance structures, and insinuating concerns over logistical reliability and security were not isolated goals. Rather, they align with a broader anti-Western and pro-Kremlin narrative architecture that exploits high-visibility events to project cognitive pressure into the Euro-Atlantic space.

The integration of influence operations, cyber disruption, and infrastructural stress tactics echoes dynamics already observed during the Paris 2024 Olympic cycle. Global sporting events, by virtue of their symbolic density and media centrality, have become operational theatres for cognitive and technological competition.

  • Importantly, the Olympic cycle has not concluded. The approaching Paralympic Games preserve the same windows of symbolic exposure and media amplification. Consequently, the informational and cyber domains remain permeable to further hybrid pressure dynamics, potentially extending operational continuity beyond the formal closing of the Games.
  • Milano–Cortina 2026 thus represents not merely a case of episodic interference, but a demonstrative model of how contemporary hybrid campaigns integrate cognitive manipulation and cyber operations within high-visibility global events—operating below the threshold of armed conflict while strategically targeting the cohesion, credibility, and resilience of Western systems.
