Italy’s intel committee calls for EU strategy on Africa

COPASIR has released a report highlighting Africa’s strategic importance for European security. The document calls for a dedicated EU institution to manage African affairs, stronger military cooperation, and enhanced defence partnerships. It warns of growing disinformation campaigns by external actors, particularly Russia and China, which use propaganda to fuel anti-European sentiment

The need for a European strategy. “Many crucial issues affecting Italy and Europe are unfolding in Africa, from terrorism to Mediterranean stability, from the influence of competing foreign actors to migration flows and access to raw materials,” said Lorenzo Guerini, President of the Parliamentary Committee for the Security of the Republic (COPASIR).

  • COPASIR has released a report emphasising the strategic importance of Africa for European security.
  • The document calls for a dedicated EU institution coordinating policies on Africa, highlighting the need for a comprehensive European strategy to address economic, security, and migration challenges.
  • “It is essential to build a new Italian and European approach based on equal dignity with African nations, backed by the necessary determination, resources, and tools,” Guerini added.

Countering disinformation. COPASIR warns of increasing disinformation campaigns by external actors, particularly Russia and China, which use propaganda to fuel anti-European sentiment.

  • The report calls for a coordinated Western response to counter these narratives and promote transparency in partnerships with African nations.
  • The committee also highlights the need for stronger digital literacy efforts in Africa, where social media has become the dominant source of information for younger generations.
  • It notes that platforms such as Sputnik, which is banned in the EU but remains widely accessible across Africa, often amplify disinformation.

The migration challenge. COPASIR estimates that around 700,000 irregular migrants are currently in Libya, many preparing to depart for Europe.

  • The report highlights the critical role of intelligence cooperation with North African nations in dismantling human trafficking networks.
  • While some partnerships have been effective, others face significant challenges due to political instability.
  • The document also points to links between organised crime and terrorist groups, which exploit migration routes for financial gain.
  • Strengthening border security and international cooperation remains a top priority for Italy and the EU.
