ROME — A Chinese-made component found inside cameras fitted to new Royal Navy drones was communicating with an IP address in China. For Italy, the episode carries a warning that goes well beyond Britain’s military.
Why it matters: Britain discovered the vulnerability during a routine cybersecurity check on cameras installed on K3 Scout naval drones produced by British company Kraken Technology.
- The Chinese-made component was sending a “heartbeat” signal — indicating that the device was switched on and functioning — to an IP address in China.
- London said it found no evidence that its systems had been compromised or that sensitive data had been transmitted. But it nevertheless shut down connectivity on all the cameras.
- The episode offers Italy a practical case study of the risks created when Chinese-made components enter sensitive Western infrastructure through commercial supply chains.
What happened in Britain: The cameras were installed on the Royal Navy’s new K3 Scout drones. According to the account reported by The Telegraph and subsequently confirmed by the UK Ministry of Defence, a Chinese-made component inside the cameras was communicating with an IP address in the People’s Republic.
- The signal was described as a “heartbeat”: a communication indicating that the device was active and operational.
- The UK Defence Ministry said it had found no evidence that its systems had been compromised or that sensitive information had been transmitted.
But the component should not have been there in the first place. Britain, like other NATO countries, has adopted measures designed to keep Chinese components out of military technology because of the risks of interference and espionage, particularly in sensitive systems such as naval drones.
- The 20 K3 Scouts involved were purchased for around £12.3 million and have been operational with the Royal Marines only since March.
The Italy lesson. The British discovery matters in Rome because the underlying vulnerability is not uniquely British.
- Chinese-made cameras and components are also present in Italy, including in military equipment and civilian systems operating in highly sensitive environments. Those can include military bases, government ministries, logistics infrastructure and other facilities where even apparently ordinary commercial technology can become a security concern.
- The issue is therefore broader than whether a Chinese camera is itself classified as military equipment.
- It is about what sits inside a device, where that device is installed, what it can detect and which external systems it can communicate with.
Between the lines: The UK episode provides a concrete answer to an argument that can otherwise appear hypothetical: that Chinese components sold commercially to third countries could retain the ability to communicate with systems in the People’s Republic.
- In the British case, such a communication was actually detected. That does not, on the evidence available, establish that Beijing obtained sensitive British military information. London explicitly said it found no evidence of compromised systems or sensitive-data transmission.
- But it does show that the underlying security concern is more than an abstract or politically driven fear. A Chinese component embedded in sensitive Western military technology was communicating with an address in China without that connection being part of the intended security architecture.
Zoom out: tech supply chain’s fault. The case also highlights how difficult it is to secure the entire technology supply chain.
- Governments can decide to exclude Chinese suppliers from sensitive systems. But components can still enter through equipment purchased from domestic or other Western manufacturers.
- Kraken Technology is British. The K3 Scout is British. Yet a Chinese component was still found inside the cameras mounted on the drones.
- For Italy, that shifts the question from simply who manufactures the final product to what components are inside it, where they come from and where they communicate.
Cost adds another layer. Chinese technology is often considerably cheaper, particularly in areas such as surveillance cameras and scanners. That makes it commercially attractive — including for the civilian side of facilities whose functions may nevertheless be strategically sensitive.
What we’re watching: The British case suggests that restrictions on Chinese technology are only as effective as the controls applied throughout procurement and supply chains.
- For Italy, the key question is therefore not only whether Chinese-made systems are being bought directly. It is whether Chinese components embedded inside apparently routine equipment are present across military, government and logistics infrastructure — and whether authorities know what those components are communicating once they are switched on.
The bottom line: Britain’s K3 Scout episode does not prove that every Chinese component is an espionage tool.
- It does demonstrate that a vulnerability Western governments have been trying to prevent can survive procurement controls and reach operational military equipment.
- For Italy, where the same category of technology extends into a much wider ecosystem of sensitive sites, that is a lesson worth examining.
